Mine did that too. I just threw them away

If you unplug them from the source do they still make static? If they don't then it might be a grounding issue and you can use something like this AUKEY Ground Loop Noise Isolator for Car Stereo Systems and Home Audio Systems, 3.5mm Audio Cable Included  to stop it.

 

If they do then they're just bad speakers ;c

They are cheap, crappy speakers which have added bass to make the water move - what do you expect.
