Steam is not responding (everytime i load up my pc)

when i load up my pc steam loads up and its kinda laggy then i try to load up a game it just freezes and doesnt respond, this has happened to me before and i just reinstalled windows, i dont have any problems with any other programs on my pc its literally just steam  and im pretty busy with assignments so i dont have time to reinstall windows and download everything, does anybody know whats wrong with it. 

 

also when i restarted my pc it instantly went into CHKDSK then it was looping in recovering orphaned files so i restarted and skipped the chkdsk and everything is working except for steam.

i didnt really have a choice tbf, also my pc is working completely fine its just steam what isnt working and reinstalling it doesnt fix the problem and any game what isnt on steam works fine
