Memory Issue

First off Specs

7700k 

Asus Z170-A (Updated Bios)

16 GB Of Kingston Predator 3000 Kit 4x4

I'm having an issue where windows detects 8GB of ram

I noticed one day when I was streaming that the game I was playing seemed to studder Not usual issue I'd have 

Checked out my Task Manager and found that the system was 7.9 GB used in game of 8 available 

Task Manager is saying only 2 of 4 Dims are being used

I've Done MEMOK on the motherboard I've tried reseating the Ram 

I have not tested each stick individually but CPU-Z and the bios recognize the 16GB of ram I've even tried to boot the system at stock everything still nothing works

Any help would be much appreciated 

Pictures of, Task Manager, System Info, Resource Monitor, and CPU-Z, have been uploaded for any additional help
