Tried a couple things, and reverse image search and no real luck. I'm sure it'd come up if I kept searching.

If you simply search "rocky coast wallpaper" there are some very similar images. Using the filter buttons at the top also gets some nice similar ones as well.

I imagine someone will come through for you though.

Thanks Guys, Austin just used the Wallpaper for his new XPS 13 video as well. It seems like a Wallpaper that's been exclusive to them rather than a public download. I couldn't find it in Microsoft's Wallpaper Downloads either.

I've often found those photos are used from microsoft as the lock screens, and you can often find them and use them as background photos!

I took the image in the OP, cut the entire laptop and background away until I only had the wallpaper left.  I then skewed the image until the wallpaper was square again.  Then I did a reverse Google search on that.

Google's best guess is "Windows 10 signature Edition".  A bit of digging reveal that this is a prebuilt PC or laptop that you can only buy in the Microsoft Store, with a clean version of Windows (basically one that comes without any pre-installed software/freeware/bloatware).

Looks like it's a wallpaper that only comes with signature machines.

EDIT : You can even see the wallpaper in Microsoft's own Signature PC ad :

Yah seems to be from a clean Signature Edition PC. I saw the wallpaper on the 25th Anniversary Thinkpad that just got unveiled. Now if someone that has a Signature Edition OS could pull that wallpaper and get it for us would be just awesome!
