Internet Problem

So the past 3 nights in a row between 10PM - 4AM or so my internet will randomly just go crazy. Pages take forever to load, sometimes drops connection, I look at my ping and its 600, I'll try and do a net test and some of the tests will show my speed and ping is normal then the upload will (NEVER) finish it just sits there or shows like .01 - supposed to be around 12 Mbps, then sometimes the download will be like 1 Mbps instead of 60. It just started two nights and and I don't know what happened and I didn't change anything to my knowledge, when I look at my PC networking it shows literally nothing is taking up bandwidth, I've hooked directly into my modem thinking that it was someone leeching or something but that didn't work. I've tried two different network adapters, that didn't work. I've called my ISP they did a reprovisional signal and something else, that didn't work. I've reset and done just about everything I can think of while it's happening and nothing fixes it. Then after I fall asleep giving up, wake up in the morning it's fine until somewhere between that time frame it happens again.

I looked at my modems signals and they were fine also.

 

Does anyone have any idea what could be going on? 

 

I have Windows 8 and have done the Windows Defender scan and I use Malwarebytes, nothing is coming up and I'm generally a safe browser, have never had a virus or really any malware in the past 8 years.

I have also just tested turning off my normal PC and using a PC that hasn't been online in probably 5 years with a fresh OS and it's still doing it.

 

The only thing I can think of is ISP which I've talked to multiple times and they've not come up with anything.

DOS which I have no idea why anyone would to me, I've streamed like a very few times to only 1-2 people.

Someone in the neighborhood is torrenting all the worlds movies shows and anime? 

 

I'm stumped.

 

After I called my ISP instead of doing the online chat the guy said that I was getting 18% packet loss.

Probably your ISP, call them up see whats wrong.  Use AVG.  It will block anything as soon as it finds its trying to mess up your internet.

I've narrowed it down enough to be pretty sure it's nothing on my computer. Used other PC to test it etc. ISP Had no solutions besides to send a technician out a few days from now during the time this never happens. Pretty sure as always when we have a problem he'll say blah blah everything is fine here, the signal is good, go replace  your modem and router. Doesn't seem like a lot of them even try to be honest. Just want to blame it on something else.
