Here are my upgrade plans after these god damn taxes: https://pcpartpicker.com/list/KJPL3F

9370 --> R1500X

Custom Loop  --> C7 Quad Lumi air Cooler

Gigabye 990fx  --> MSI Mortar artcic

Corsair Dominator GT 2x4GB  --> Crucial Ballistic 1x8GB

Watercooled Sapphire reference R9 290  --> EVGA GTX 1060 6GB

Cooler master 750 GT PSU  --> staying

The Case is there because I'm going to try to move away from mid towers, and I'm planning on air cooling because this loop pretty much MUST stay with this system

I would go for 1600 instead and ditch the cpu cooler to afford it.

If you look at it that way, you may as well downgrade to the 1300x or 1200. Why not 16GB of ram and a 1070? You said your upgrade plans and that looks like you have a parallel move not an upwardly move in components.

here is a screen cap of 3d mark scores the first 2 are mine (main rig and then HTPC/VIVE system) the 1500X/1060 Seems to be scoring pretty on par with the i7/rx 480 system which already has almost a 3k Score improvement. If i was to give up the cooler for now and get the 1600 I would see more improvement. I also think that a 1300x with a 1070 seems really off balance performance wise, I haven't looked into it yet but that was a joke right? 

 

EDIT: ok the 1070 think does increase the core to about 11900-12100 depending on clock speeds so that might not be the worst idea ever, but also jacks up the price almost $200

I was being sarcastic so it was somewhat of a joke. In another thread I have a backup system with a R3 1200 build. I was considering getting a 1600 for $180 on sale but opted for the 1200 for $85 on sale. The reason for my logic. Coffee lake is coming out the 5th of October and AMD may further adjust their pricing on the entire Ryzen line. When you upgrade you should plan for the future and future builds. The 1600 is much better than the 1500x, not just because of the two additional cores. The 1500x is a quad core processor like the 1300x and 1200. You want either 6 or 8 cores or in my case a budget build with higher end parts for future upgrades.

Don't get a 1500x. Either get a 1400 or 1600. GTX 1060 isn't really much of an upgrade from your 290, more of a 'sidegrade' tbh. I'd aim for a GTX 1070 minimum for GPU upgrade.
