PC Screen zoomed in.

I gave a monitor to my friend and he says the PC screen is zoomed in and cut off. It's a 1080p samsung t24d390 TV/Monitor, 1080p 60HZ. I never had this issue when using this monitor. He cannot find the factory reset, and I cannot go to the house and do it for him. How can he fix this? Please help.

Sounds like it could be overscan on the tv too...
