I moved my domain from GoDaddy to CloudFlare, I wanted to know how I can setup a website.

You can't move your website to Cloudfare, they don't offer hosting. They are a CDN service...

If you enabled Cloudfare on your GoDaddy hosting, it just helps relieve bandwidth limitations and speed limitations, neither of which are problems that GoDaddy users should face.

Then why do they have plans?

Because it isn't free service and they need to earn money somehow. They are more or less same style with some hosting services. Where you can get 1 mailbox and 500megs of space for testing. Anything more and you need to pay. If you'd look around site before doing irrational decisions, you'd notice that there isn't any mention about hosting. Just things that boost security and help with random increases with bandwidth.
