It could be your hardware, and also your internet connection. Something you could try is to adjust your graphics settings. Turn everything to low. If that helps, you can try to creep your settings up to medium, etc. I don't personally have a problem with this, but I have my settings on low, except "view distance" set to ultra high, and "textures" set to medium. This allowed me to improve my FPS a bit.

        #1(simple) "Well, I never liked that stupid thing anyway!"

        #2(complex) "Obviously there was a flaw in the material, probably due to the inadvertent introduction of contaminants during the manufacturing process."

the game isnt optimized for shit.

it runs like crap even on good hardware.

lower the settings and get an ssd to install it on.

Put everything on very low. Vie distance on medium and textures on high. That's how I run and so do a lot of people. The game still looks good and runs much better this way.

I run it off a HDD and a 4th gen it with 390 and I get 60fps solid, 1080p max settings

Really? It seems then that my mid range laptop is quite godly.
