Alright. So after this post: https://linustechtips.com/main/topic/826125-two-different-kits-of-ram/   

I put in the second kit of RAM and it all worked fine for around 2 days.

Then I started seeing error messages telling me to close applications to free up memory, but in task manager when I listed the programs using most memory, it was of course Chrome- but it was only using around 1GB with all the processes added. The total usage was 15.7GB.

So I took out the newly inserted kit of RAM and left the original one inside. After a while, the remaining 8gb of RAM also got filled up, so I just put the second kit back in.

Now I do not have open any application that could be using that much RAM. In fact, just the barebones Windows with no (visible) applications running was using 13GB.

Something is wrong and I don't know what.

I've ran Malwarebytes and found nothing

Well, there are apps listed that use RAM, but added together it doesn't add up to 16gb. More like 6gb. Don't know where the other 10 is being used up. Under the performance tab, I can see that Memory is 14.8/15.9GB and 93%. But under processes, it shows 93% but when sorting by applications using most RAM, it's not that high.
