A watt meter that you plug in line with your PSU. The only other method I know of is some of Corsairs high-end equipment used some hardware/software that displayed how many watts you were using but I cannot say how accurate it was.

no you are not using all of your psu 300w and it's good

is It faulty then because in mid to high end games my gpu is at 100 and my cpu is at 40 why like in mw2 I should be able to run that no problem but I get like 30 fps on the lowest settings and in gpuz render test my pc lags like a fucking retart

if the psu is unable to power the gpu/cpu it won't even boot.

probably cpu bottlenecking, not the psu.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

whats wrong with my pc then I'm watching people with the same specs as me and there getting higher frame rates in mw2 I got like 8fps on max when I should be getting 80+ and in paladins I should be getting 60 but it struggles to get over 30

What display resolution are others running at? If you're running a higher ress fps will drop with similar hardware.

Did you consider drivers?

well I have the latest NVidia driver and then I tried to update my bios and it would not let me I just kept getting an I/O error

Well you could try overclocking the CPU to see if it's a bottleneck.

CPU speed does not directly correlate to utilization. Alternatively you can try lowering the graphics if it's an option.
