help with intermittent connection issue

So i am having an intermittent connection issue that I nor my ISP can find what the cause of it is, it started out about 2 weeks ago, i would start lagging occasionally while gaming around 1-2am which i shrugged off as being normal since server maintenance is usually done around that time and over the span of 2 weeks it has progressively gotten worse and worse to the point that I am getting timeout errors while visiting websites, disconnecting from blizzard servers, ect.

my download and upload speeds are supposed to be 100/10 but recently i have been getting 100/0.7-6(yes 0.7Mbps up) and today i am now getting 75/5( i pay for 100/10 but usually i see 120/12)
I am hardwired to my router, my router is a Netgear R6220, my modem is a linksys CM3008 which i switched to on monday to see if i might have been having a modem issue(spoiler i wasnt), the modem i had on there before was an Arris SB6141

now the tech came out yesterday and said there is nothing wrong with my connection to the node nor is there an issue with the wiring going to my modem, he said there might be an issue with my neighbors connection being noisy(its an older crimp style connector and mine is the newer screw on connector) and that affecting my speeds but he isnt 100% sure if thats what is going on

i get ping spikes as high as 2000ms and time out errors have been occurring all day today and idk if there is anything else i can do
I have already swapped routers, checked cables, swapped the cable going to router to modem, swapped modems, tried wifi(which got worse lol), i tried changing dns servers to opendns, google and my ISPs. i just dont know what to do, my modem is split off of a line going to my phone modem and the tech checked the signals and the modem was getting a good signal even after the splitter, should i try one of their modems with a phone modem built in? i dont know how much that will do since the modem is getting a good signal but im willing to try anything at this point

What do the modems logs say? What do your signals look like? 

I just want to sit back and watch the world burn.

Well I can see the Linksys logs but the Arris logs had some critical disconnect errors but that's normal to see according to the tech cause right before you switch frequencies you get that error then you switch.

Only thing I can think of is interference. You would see this on the signal page. It shows up as uncorrectable errors.

im no longer using that modem currently so i can not log into that modem and check logs

if anyone knows how to log into a linksys CM3008 modem please share cause i have not found anyway to log into that thing in the user manual or on linksys's website

Most modems you go to 192.168.100.1 and have access. If thats not the case for yours, your ISP might have locked you out of it. Some do unfortunately.

ya that doesnt work, and this is a personal modem not an isp issued modem, same with the arris, i can switch back if i want but i have to call in again to do that and i dont really want to do that since the tech is coming out again tomorrow
