I'm currently running a GTX 780 and when I went and booted up GPU-Z today I noticed when I was running valley benchmark that my TDP was hovering between 85-90% even though my power limit is at 110% but performance cap section it was saying that power was the limiting factor I am pretty sure it isn't my PSU though (I could always be wrong) so what else could be causing the problem

Its an Asus thing dont worry about it since Asus was an As(u)s with the 700 series

Use GPU tweak from ASUS, there are sometimes settings that they enabled for their own cards and software's together, however if you really really want to get as much out of the card as you possibly can, you'll need to do some BIOS modding [kinda dangerous] and some soldering on the graphics card itself [that can also be pretty dangerous]

If it was your psu, your pc wouldn't be running. I don't care much for gpu tweak. Prefer precision x. 

 

I turn power to the max along with voltage. Then oc till i artifact. I flashed the bios on all my Kepler cards though.

You generally make your own using the BIOS on your card, us GPUz to backup and get a copy of the one on the card, use a bios editor to edit it (something like Kepler Bios Editor) then us nvflash to flash the edited bios on.
