769$ budget for gaming NOT STREAMING

Building for someone wanted to get some ideas of what you guys think i was thinking maybe Ryzen 3? He only has a 60hz monitor so im not sure if i should have him upgrade to a 144hz too he is in norway too so if you could just name parts or link to Norwegian sites

I don't see why not. But ultimately it depends on the games he's trying to run. Because you have to ask youself "Can it run Crysis?" Because a 3 isnt going to be the best for Crysis.

If he's trying to play GTA at full res he probably wants a 5. Also PUBG would run faster with a 5 depending on his/her internet speed

Well. If he's wanting to overclock, he definitely needs the 5 or better. Graphics card, id probably do a 1060. VR ready if one day he wants to look into that someday.

5000-6000 kroner with a overflow if needed of 7000 kroner but he said he can always upgrade later
