Catastrophic PC crash, unable to boot.

Specs: asus M5A99X EVO motherboard, amd fx8320 no overclock, r9 270x no overclock, corsair vs550 power supply, single stick of Kingston hyperx 8 gb RAM, 1tb Seagate HDD and 80gb SSD.

 

My pc crashed a couple hours ago with a sort of white screen, I haven't been able to boot since then in any capacity. No bios, no nothing. After Letting the pc run for minute or two, a greenish screen appears with RGB lines running vertically, look at the picture for what it looks like. I tried re seating the ram but because of my cooler, there's only one slot where I can fit it. What do I do?

Do the fans spin? If they do it's almost certainly a dead graphics card. The best way to test this would be trying to boot with a different one.
