Windows 7 keys aren't locked to specific computers.

that is true id it is a Retail licence, if it is a OEM it is locked to that machine and can not be used more than once,

if the key that he is talking about is on the dell then it is a OEM licence.

I've never run into that, even with OEM keys. In fact, I just used an OEM key from an old computer to activate another one.

Hmm strange i've never managed to reactivate a used OEM licence. But maybe it is possible. I will try it next time.

It's always worked fine for me. I've actually used that same key for multiple computers with no issues.

Its bit 50-50 with Win7 keys. Some branded OEMs work like normal OEMs, others lock onto mobo.

 

Since Win7 isn't being officially sold anymore, your only option is to go for eBay and Amazon and such and trying to find never-activated keys. Getting Win8/.1 keys might be better luck.
