This seems relevant.

So I recently got this problem with my laptop that if i restart my laptop (this applies to shutting it down too) it shuts down and then is left in an ON state while everything is off (so the fans are spinning but the hdd i off as its not making any noise)

is this REAL haunted hardware? any way i can fix this?

What model? What OS? What BIOS version?

Oh yea im so sorry i forgot

Its an Acer aspire 5500 with an amd a8 3500m and pheonix bios, motherboard i dont know

Check in epu settings on the bios and it could also be the fans are runnning to cool down the components so they don't over heat. It sounds like an epu configuration to me.
