Which one has better price to performance?

That would really depend on the pricing where you live. In general, the 1050 Ti or RX460 should be the best

Go with the 1050ti. R470/570 are so hard to find, they are probably overpriced if you do find them so..

The RX460 or 470 are pretty great in terms of their price to performance ratio.

 

But one thing kills them; miners

 

Because they're so cheap and their compute performance is so good, miners have been grabbing every single one and there's a shortage and as a result, prices have shot up.

 

If you're going NVIDIA, unless you can find a 1060 that's reasonably priced (no matter how unlikely), the 1050 Ti is a good bet.

Don't even bother trying to find a budget GPU just now the prices are still jacked way up. Nvidia is a similar story but to a far lesser extent.

 

I think for what it's worth a 1030 is really not that much of an improvement, my suggestion would definitely be a 1050ti.

I'd probably suggest getting one now. Prices for AMD don't appear to be coming down anytime soon, and Volta cards aren't expected to hit shelves until sometime next year.
