You could use LatencyMon and run it. And check out which procces is doing it. It can be that a driver or application is doing it. But also a background process like Windows Insider and downloading/uploading files in the background if you have that option enabled.

 

So run it, game for a while and enough spikes. Then check the program and which one are on top, some can be explained like the graphics process. But you gotta look for the one's that cant be explained or shoudnt spike like that.
