would it be worth while to upgrade to a ryzen 7 1700 from an i5 4460

Yes, absolutely.

however, if you're only gaming, a Ryzen 1600 would be more suited, simply since it's cheaper, and the extra 2 cores of the 1700 don't matter at all for games.
