Hello, 
I'm trying to build a computer that can render 4k video. I'm also on a budget.

Is AMD or Intel better for rendering? Why?

What Graphics card would work best with that processor?

What would be a good build for around $1000?

Mainly need information on the processor, graphics card, and mother board. I can figure out the rest.

An R7 1700 is absolutely suited for you. A decent B350 motherboard and a 16gb kit of 3000+mhz ram

Depends what software you edit with. If you're using consumer grade stuff like sony vegas or freeware video editing then cpu power will be primary in rendering. If you're using something higher end like premiere then you can use cpu or gpu rendering and you'll be wanting some nvidia based gpu's for it.

For cpu's the best bang for the buck will be some older dual xeons as they will be faster and cheaper than any ryzen cpu available. a dual socket 2011 board with 2x e5-2670's build will fit easy into a 1000$ budget

Depends a great deal on the software being used.

80+ ratings certify electrical efficiency. Not quality.
