Yo, I was trying to download Team Fortress 2 Classic and its about 2.8 GB download. My internet is 25 Mb down (around 3.5 MB). I have a program that shows me my network speed, since I like to look at the speed change. I was looking at it and it said it would take 4 hours to download, so I check the monitor and it says I was downloading at 500 KB! Can someone explain why this is? I already tried disabling all of my add-ons. The only other thing I could say is the issue would be that this is a special flavor of Firefox called Icedragon, but all it does is add a few security features. I also get this issue on Chrome. Steam still downloads at the correct speeds, though.

 

Edit: Its been a little while and now it will occasionally go up to the correct speeds and then drop back down.

It could just be that the download server is slow. I've encountered that issue quite often.

Usually it means server isn't giving you more speed. I just had this issue with Vimeo not giving me 1-4meg speeds on my mobile connection and breaking up download even with normal 100/100 Wifi.
