sfc /scannow

or

  

scanreg /fix

You can give it a shot by using the windows repair tool through a bootable USB but if the registry has been messed up it most likely will require a reinstall.

Truly resetting the registry would break everything.  At that point you may as well just reinstall, since you would probably have to in order to fix the things that resetting the registry would mess up.
