you can not end it since the process is probably owned by "System". Try to temporarily disable Microsoft Security Essentials as this process is probably used for this program. 

 

Edit: if the sugesstion above does make any different. A workaround for your issue might be, to add a exclusion in windows defender / security essentials for mpcmdrun.exe. (Keep in mind that this might stop secutiy essentials from scanning your computer constanly potential lowering system protection)
