Not able to get above 4.5 on 6700k

Hi before I could get 4.7 on 6700k the voltage on auto it would go up to 1.4v

I have change case psu and added fans got a h115i. As well updated the bios on my gigabyte z170 gaming 7 motherboard after some research people are saying you should update if your on skylake.

 

Since all this I can't get above 4.5ghz and it needs around 1.39v and my temps are around 83c in cpu z stress test. Cinebench r15 won't work.

 

I read about the cooler not being on properly U check it and pressed it in as hard as I could and checked the thermal paste it got spread out. Had to re apply my own attic silver 5.

 

Stock in cpu z stress test getting 65c.

And I can not change any llc settings just give auto as the option.

 

Any ideas?

Reflash the previous BIOS when you could make the changes.

It's say you can't go back after the update to kaby lake f20.

 

And I don't think matters but I changed corsair power supplys. Can't remember the model. It's fully modular 750w brand new. I tested it in another system before this 1.

yeah if the psu doesn't have as good of voltage regulation it could be causing the board to have a harder time giving clean voltage to the cpu and result in poorer overclocking results. the bios might also be an issue but other than that I can't think of anything else that would cause it.

Also I don't know if there were changes in the bios. But it will not let me above 85c. 

How would I check if it's the psu? 

Also is that just a bad overclocking motherboard? And/or did I get a crap cpu? 

I m see way lower voltages and lower temps on other 6700ks.
