IPS is a screen technology. all it does is display what the PC gives it. screens cannot make your game more or less smooth (unless they are operating at different refresh rates, i.e. 60Hz, 144Hz, 30Hz, etc.)

in short, no. IPS will not show images any smoother than a TN. it will, however, be much more color accurate and have better viewing angles than a TN panel.

The only (real world) advantages i find with IPS is a 'guarantee' of amazing viewing angles, and its color reproduction capabilities, which in darker games is often more a curse than it is an aid. (Because the darks really are darks, maybe more than the devs intended)

No. IPS provides much better color reproduction and viewing angles. It usually brings slower response times as well.

 

The monitor you get won't affect your FPS with the exception of the resolution of said monitor.
