Friends rig won't boot up

A friend of mine recently built his first PC, and recently upgraded it and is encountering some issues. Occasionally, (~2 times a week) his computer will fail to boot up and about 2-3 hours afterwards, it boots up fine. The most recent instance, the fan LEDs turned on for half a second, the monitor flickered white, and there was a white flash within the case. I suspect it is an issue with the PSU or mobo but I am confused as to why it miraculously begins working again. Does anyone have any idea as to why this is happening?

PSU failing?

It sounds like the psu

Case: Phanteks Evolve X with ITX mount  cpu: Ryzen 3900X 4.35ghz all cores Motherboard: MSI X570 Unify gpu: EVGA 1070 SC  psu: Phanteks revolt x 1200W Memory: 64GB Kingston Hyper X oc'd to 3600mhz ssd: Sabrent Rocket 4.0 1TB ITX System CPU: 4670k  Motherboard: some cheap asus h87 Ram: 16gb corsair vengeance 1600mhz
