So, I have a Msi GTX 650 TI Boost and a Pentium G3258 OC'd to 4.7 ghz. My question is that when i play games like CounterStrike GO my gpu maxes out at 65% load and I get a max of 190 fps. Is there something from these two parts that could be limiting the other performance?

turn off aa / fxaa

reduce the texture filtering

 

what is your CPU usage?

its a cpu bottleneck then, because the cpu cant send frames to the gpu fast enough the gpu doesn't go to full load

Get a 4690K or 4790K. These are the top chips for your platform and still perform admirably in many modern titles.

4790K is a good choice and the Evo should be good for a nice OC to 4.4-4.5GHz depending on the voltage you use. I'd choose a 1080 as a good GPU for now.

 

Edit: 4790K and 1080 if you're playing titles besides CS:GO.
