so Im looking to replace my cpu and motherboard and i have around 260$ to play with. This is a gaming pc and im also looking for intel.

Just Intel because AMD has Ryzen 3 and it will let you save a little bit

You should try to look into the used xeon market, as you can get an 8 core @ 3Ghz for like $20 and a board for like $30. Linus made a video on it a while back if your interested.

why specifically intel? at that pricepoint, i am assuming you don't have a 1080ti and only play cs at 640x480 with a 1080p 240hz monitor (because all cs players need thousands of FPS to get better response times!)

 

AMD will get you a much better CPU, even if it has slightly less IPC. You can get a true quadcore at that price, and that will be only slightly worse than a i3/pentium in gaming. But, it will be much better when doing anything else other than gaming.

on of the reasons is i play h1z1 kotk sometimes and my friend with a amd cpu was telling me he was getting frame drops. however if the cpu is not the reason for the frame drops,any specific cpus you would reccomend? I dont know amd all that well.

It could be the reason but he could also have one of the old FX chips if not something even older. As others have mentioned, the Ryzen 3 is a very capable chip and provides you with an upgrade path later on if you need more cores/threads compared to Intel for the price. You can also overclock the Ryzen on pretty much any consumer board out there for it.
