Disconnect everything except for the display and try again.

 

One of my comps had a problem with a shorting drive and wouldn't even power on with the drive connected.

Make sure the power supply works properly.

There is a green wire on the 24-pin. If you short that with one of the black wires on either side of it while it's plugged in by itself, if the fan spins up the PSU is good and it's another component, which I'd be happy to help you diagnose.

You mean the stand screws separating the board from the case??... What the mobo rests on?  That's very dangerous to forget could very well short your board.  Need the standoff screws inside the case before starting.  Look at the case manual for proper Motherboard standoff configuration.  It will have a diagram.
