A couple things: 

Dont skimp on the thermal paste. I use Arctic silver 5. 

You can make any CPU cooler a red one if you swap the fans for red ones.

Id consider a case with better airflow if you are going to use the parts you are. (G21 tg for example)

Why would you need a 4 TB HDD lol? Are you planning on streaming, etc>?

What case would you recommend? Inwin 303? H440? R460x rgb?

Personally I would rank them:

1) R460X

2) Inwin 303

3) H440

 

So probably the R460X if it falls within budget.

All of those have closed front panels. I'd go for a thermaltake case with a mesh front, as they have a lot of those, or maybe a cougar panzer.

The only red and black tempered glass cases I know of are the s340 elite and the 400s tg.
