GPU usage not at 99 percent.

So I recently purchased a i7 4790.  I have it paired with a gtx 970.  I have noticed that I do not get 99% or 100% GPU usage like I was expecting.  The games I have tested at GTA 5, Ghost Recon Wildlands, and Beam NG Drive,  All are maxed at 1440p (except for grw at very high).  Can anyone help me troubleshoot what could be wrong.

Overclock your CPU. Even if your CPU isn't maxing @100% it can still be a CPU bottleneck.

Providing you're getting desired frame rates, you shouldn't be at 100% usage.

I used to have an issue where my gpu was at 100% usage, it wasn't good

You sure NV control panel doesn't have some sort of vsync turned on?  Or vsync in the games?

 

Try running Furmark too since that will for sure peg the GPU without caring about the CPU.

I am getting 60+ in gta and beam ng drive, and 35-45 in grw.  CPU usage is below 40 percent for all of them.  GPU is at 85-95 percent.  It's just that I was expecting 100 all the time.

Well don't. Because that would mean that the rest of your system would become unusable.

85-95% is fine and it still depends on what the game is doing and how it's using the CPU.

 

As long as you're hitting your performance targets, everything else shouldn't matter.
