Could I get some help for a streaming PC?

I would like to get a streaming pc. I want to be able to stream (with obs) 720p60fps on nearly any game, another thing I want is to be able to have over 144 fps on csgo(100% of the time), max settings on any map(1920x1080) I have a $1000 dollar budget but I do not need to buy a new graphics card. Could one of you guys please come up with a build for me? (by the way, i want an ssd and an hdd combo, ssd: around 400-higher gb capacity, hdd: i really dont care as long as its 7200rpm and 1tb)

Well with that budget you could definitely sell the 1050 Ti and upgrade to a new GPU in case you wanna know what gaming outside CS GO looks like lol. But the 1050 Ti should have no problem with CS GO

There is a problem with doing that, I have already purchased it ( I know you said sell it) but it's used because it's in the current pc I have right now, I was just going to switch the pc that it's in. So I probably wouldn't get much cash for it

Also, people install windows with a flash drive frequently, I've heard though that if you do it on a flash drive (Free way) You eventually have to enter a windows 10 code and pay for it.

Okay, if I install windows via flash drive, do I have to pay for it eventually? (An activation key (Sorry this is the first time building a "Custom" rig))

Buy Windows, it comes with keys. Then during installation via flash drive it will ask you to enter that key. 

Windows isn't free.
