Would a msi 1080 sea hawk x (already fast stock speeds (https://www.msi.com/Graphics-card/GeForce-GTX-1080-SEA-HAWK-X.html#hero-overview if you want to see yourself) and I'll overclock it more) and a water cooled r7 1700 (that I'll overclock ) with 16gb of ram (3000mhz that I'll overclock) be a good combo for mainly gaming but also recording, streaming, and editing all in 4k?(Possibly vr in the future). A side note is that the gpu is only £562.90 at the moment and to me that seems really good for a water cooled 1080 with the speeds it has. I'm open to any suggestions for changes

i dont think you can stream in 4k on any platform, Youtube and twitch are limited to 1080p or 1440p 60 fps. Editing and such yeah its fine, although it tends to be more expensive then the gaming X or EVGA FTW or ASUS Strix which are all great coolers that control those temps.

yeah i wasnt thinking of doing streams in 4k haha, i would probably to 1080p 60fps and i got a watser cooled one simply for really good temps because i have a past of things dying due to temps and i get really paranoid about it and its usually quieter under really heavy loads

You have a higher chance for failing parts on a watercooler then a aircooler. More parts to fail, and the cards i mentioned do an amazing job at air cooling, they are getting better and better each generation

But none of them look that nice in my opinion other then the msi aero ones but they are blower cards and dont have excellent thermals, noise or clocks
