Try verifying game cache first. Also are you using any overclocks?

I overclocked my 730 using MSI afterburner

GTA5's minimum CPU alone is a Q6600 at 2.4ghz or a AMD Phenom 9850 at 2.5ghz.  Both are far from top end but you are VASTLY below those specs.  I've even run GTA5 fine at 60hz on a Quad Core 2.0ghz i7 2630qm, but that thing is hyperthreaded, it'd run laps around your C2D.

Your GPU is actually okay, GTA5 has the NVIDIA 9800 GT 1GB / AMD HD 4870 listed as the 'Minimum' and you can at least equal that but with the CPU you have so little.

OK, I get this a lot in this community. I never thought I'd say this myself but...

"Time to upgrade bro, that just won't do".

talking about experience:

I had an E7500 (Core2Dou 2.75) with GT 9500 and I was dying to play GTAV.

GTA IV for runs at 15Fps on 1024p low settings but I had no choice but to suck it up and just go on with the game. I finished it. With both endings.

Then I upgraded GTX 560, I was able to get 20Fps average, At this point, we can conclude the CPU is holding down.

I Ultimately decided to upgrade everything except Gfx card.

now I'm getting 59Fps (dozn't seem to get higher) on 1024p highest settings In GTA IV.

75 FPS on GTA V (High setting D10.5 1024p, High Settings) I can actually max out anything that doesn't eat vram (post Processing).

Instead of telling me vague things about my specs

And i know im under the system requirements

Is it too much to ask for a little help with this

"texture steaming" issue?

If anyone can provide any real tips or tricks to get the game to run, that would be greatly appreciated.

Texture streaming depends on your storage performance foremost. You're running on a near-bottom tier hard drive so the performance isn't going to be great. I'm pretty sure CPU performance also has some play in that and the CPU is woefully underpowered to run GTA V. So it may be busy all the time processing the game to make time processing textures. And if you're capping your VRAM, you may run into texture quality issues as well, if not performance dips due to swapping data in VRAM.

And the official minimum specs for GTA V are:

  • Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
  • Memory: 4GB
  • NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)
  • 100% DirectX 10 compatibleSound Card:
  • 65GBHDD Space:
  • DVD Drive

Your computer doesn't meet at least two one of the requirements (which I bolded).

EDIT: Apparently I got the recommended specs, so here's the minimum.

Could upgrading the ram help with steaming textures?

Will having a slower HDD cause stuttering in textures and far away stuff? @Coltonw023456 is having stuttering issues in most games (especially GTA V), and his main HDD is only 5900rpm.

It can, but normally games these days that stream in stuff load the bare minimum to avoid hiccups and loading screens while traversing the world normally. The last time I saw this happen was with a computer trying to run Oblivion on the bare minimum specs.

So, if i bought lets say a 120GB ssd just for Gta 5 it would load better?

Yes.

However keep in mind the rest of your system is not up to snuff. So you may have performance issues still.

Well, i can get 40-20 fps most of the time, but can a usb 3 flash drive work as a cheap SSD?

For all intents and purposes, no, it won't. And in fact, it will likely be worse than your hard drive.

To get something better, you need USB 3.0 support in the first place (your desktop wouldn't have it unless you installed an expansion card) and both the computer and device support UAS (which you may as well get an internal SSD for the kind of money you'll be spending)

Oh ok, i have another problem with gta 5, stutters due to texture loading will a SSD fix this too because up on the mountain highway i can get up to 40fps driving after it loads everything in

It will help, but it may not completely solve your problem because again, the rest of your system isn't up to snuff to run the game.

I think the issue is that with a system THAT far below the specs, it's kinda a wild guess as to which shortcoming is the problem. o.O

I already warned OP.

If they want to continue believing they can run GTA V satisfactorily without getting a new system, then I'll just let them continue believing it.

Looking at the Lenovo compatibility list for the model in his sig, a Q9550 is the best upgrade that for sure will work.  They're like... $30 USD on eBay.  Not just for GTA5 but something like that would at least make that machine 'serviceable' for more things in general.

One could argue an SSD could do the same thing. But I guess that also depends on what you're trying to do.

Ehh, we're talking about a Core 2 Duo here.  Going to Quad I'd argue, as a whole, should have a massive improvement overall.  Also his C2D is most certainly below the minimum specs for GTA5.
