Ryzen Won't Boot Now

So, friend recently upgraded from a 3330 to a shiny new 1600 and B350 Tomahawk. Originally started and tried playing some games on it, but it wouldn't go past 1.33Ghz. After messing with the power settings a bit to see if that was the problem, updated the motherboard bios to the latest version. Now there's no input detected from the monitors. What do?

From the motherboard itself?

CPU was never touched after putting it in orignally, and it booted and ran before.

Apparently everything turns on minus the GPU fans. Still no input detected on the monitors.

all the debug leds turn on what... just send the board back then
