Yes it was 32 in HWMonitor as well 

No changes whatsoever

My computer is new been less than a month so i dont think i changed anything in it

well, check your cooler mount and TIM coverage.

 

before you do that, what's your socket temp?

in HW Monitor, under motherboard, the CPU temp is the socket temp.

 

under the CPU, package temp is the actual CPU temp.
