A build for my brother

He is constantly asking me if he can play games on my desktop and I had the idea of getting a gaming PC all it would need to do is play Overwatch decently because he really wants to play it and the parts I have on hand are 

• Phenom ll X4 925 
• OEM Matx case
• Potenailly a broken 900p monitor (displays 1080p even though it wasnt supported before)
• Possible my 770 if I upgrade before late November
• Possible 450w PSU  again if I upgrade before late November
• OEM mobo (AM3+)

and I would need a desk that is smaller than can fit a smaller ATX case and a 19.5" monitor so what would I need to do so he can play Overwatch at 60fps on what ever settings and I wouldn't want to go over $500

Your display isn't "broken" and it most likely isn't displaying 1080p, it can't make pixels come out of no where.

After a restart it fixed it self

also that PC is definitely really good for the price considering it's all new parts.

I don't see how I can help you there, I mean I wouldn't risk a new system with that PSU and all the old PC stuff you have will not do OW at 1080p/60

Still, you're better off just making the new PC and telling him "I'll upgrade it later" and explaining how even if you used your current parts the PC would not run well. IMO getting the GPU later on would be a better idea.

He doesn't care what the FPS is unless it's under 25fps and my Phenom can run it I can upgrade it later too

AM3+ upgrade path is very limited, unlike LGA 1151 where he can go from $70 G4560 to a $300 i7 7700, or maybe even more if Coffee lake is on LGA 1151

So you want to waste the money for a bad PC now and then waste more for a good PC? Just get $500 build without the GPU and save up a little while for a 1050 Ti

I can use the old parts to SAVE money now because I want to get stuff more my setup by early next year

Then go and do a used build for your bro. I can't guarantee good performance or any reliability in those parts but go ahead then. I still recommend going for the $500 build without the 1050ti.

Yeah I'm going used because it's easier to go with used because it's save a crap ton of money I saved a good $200 by going used

No ram or HDD and I decided to give him my current rig and upgrade to a R5 1600
