My CPU is being used and is almost always at 100%. My RAM usage is sometimes high as well. Im not sure if my CPU is broken or something. Here are some screenshots to answer any questions. My CPU stays at sub 40 Celsius constantly.

Run a virus scan. If it doesn't catch anything, check your background processes and kill apps you aren't using.

the 801 MHz is what's wrong

 

go in bios and try setting everything to default or locking it to 4GHz (i think that's slightly under default turbo clock)

Your CPU is supposed to run at a certain speed. Yours should be running at 3.5 GHz (~3500 MHz) and turbo up to 3.9 GHz as needed but it's at 801 MHz

it's kinda hard to get screenshots of bios... so turn off PC. turn it on and mash the del button. then you switch the bios to advanced mode (often f7 key)

 

then you should see an OC tab. set the ring ratio also could be named clock multiplier to 39

BTW if you're doing what Squinty suggests and you're using an ASUS motherboard, the tab will be labeled as AI Tweaker.
