So I recently built a pc with a ssd and hard drive. For some reason, my pc is booting from hard drive because it is taking over a minute for me to get to the lock screen. And after I log in, it takes another 2 minutes to load all my applications. How do I fix this?

Go into your bios and you should find your startup order of the drives, make sure the first one is your hard drive. Then go into Hard Drive order which will be somewhere near there and then move the SSD into the first slot and your HDD in the second boot priority. Try restarting and see if it helped.

Yes make your SSD is the first boot option if it has windows on it.

Ok, you will probably want to transfer your OS over to that ssd. I cannot assist you with that, but I would try following this video from Linus. I can not guarantee that this will work as it is an older video. Sorry that I could not fix your problem
