Judging by your name it doesn't seem you are from the US. But are you? Cause if yes you can find used prebuilt on ebay and craiglist with core i5 and i7 for fairly cheap then slap a used 760/770 for $50 or 970 ish for 100 or more

This was about as cheap as I could get it. I'd recommend buying older used parts, maybe from the DDR3 era, so you can save even more on the CPU/motherboard/RAM and spend more on the graphics card, if you want to get the most performance possible out of your money.
