and also plugged in the right way - it fits both ways, one fits easy and the other required a lot of force. you want it to be easy :-)

Nevermind, I see you are talking about this cable..

Make sure the side that plugs into the power supply is not loose

(of course shut down your computer first and unplug the cables from the back)

 

Remove the GPU cable from the PSU and reinsert it.

Sometimes you need to do that.

Do the same with the side of the cable that goes in the GPU like itstheduckagain said and make sure they're plugged in right.

ok so you removed the gpu and all cables associated with it

- also made sure the integrated graphics is NOT set to IGD in the BIOS and made sure to save those settings!!!!

- also you unpluged the PCIE power connectors on your POWER SUPPLY and reattached them

- you also got the newest drivers installed for GPU / Chipset / integrated graphics

- you also follwed this as I wrote earlier: https://support.serato.com/hc/en-us/articles/202305784-Changing-graphics-card-settings-to-use-your-dedicated-GPU-on-a-Windows-computer-

- and you also made sure the monitor is connected right and on the right input channel

 

if all that is true: next step: test your card in another case / PC at a friend or somewhere else. preferably one that also got an nvidia card. then come back here and tell us the result.

wait a minute ........... what monitor do you have? does it support HDMI 2.0b or DisplayPort 1.43 ? (gtx 10 series specs) [allthough HDMI should be backwards compatible...]

 

can you try display port to display port connection on your monitor ?

So the gist of this is - we have unplugged and plugged everything back in again. 
We have a screen when the monitor is plugged into the motherboard, but not when it's on the Graphics card,
We have all the power plugged in properly, and only a black screen when loading up the PC to it's OS.

My question is this. 
when you are booting up the machine off of the graphics card do you see the motherboard bios logo / windows startup logo before the black screen, or does it just stay black from the moment you hit the power button? 

Two very different possible issues here.

gently try pushing down on the graphics card a bit. Sometimes the PCIe slots are tight when you first build and it doesn't snap down all the way easily. I had that happen on my MSI z97 pc mate and you're also MSI so worth a shot. Just don't push too hard of course.

I'm thinking this is an RMA scenario though.

It sounds like you need to just return the video card to me.

So it stays black from when you hit the power button... 

Step 1. Plug the Graphics card into a different PCI Slot. see if that works. if it works then it may not be the card. 
Step 2. test the card in another machine. even if the other machine doesn't have drivers for the card It should show something.
Step 3. If no results on any of those tests, RMA the card.

If "visable" results in either Step 1 or 2. then your PCIE slot / motherboard may be an issue - however it would be worth checking the power delivery to the card. (use an alternative cable and or moduler slot if you have one)

Side note: Get yourself an evo 212 for your CPU cooler or maybe an corsair h60 if you want a more silent one.

Those stock CPU coolers like the one you have there suck!

The ones I mentioned are only in the 40-60 dollar range so might as well keep you CPU a decent temp.

I don't think anything bigger than an h60 would fit in there without some mcgyvering though.

Could be wrong. Can't see the front of your case and you might have one of those tops that remove and let you install one above. Can't tell.

From the picture shown I can't quite tell that the GPU power connectors are set up right - if I am not mistaken it should be like this (no guarantee though since I don't own a RM650X):
