If you can't get a 1600 and a B350 motherboard for the price you want, then get an R5 1400 and a B350 motherboard.

is ryzen good? ive been off the scene for a while and i know ryzen is relatively new and i dont i know anything about it, will it perform well with the 1060 6gb with a 500w psu?

Yes, it is good and will perform admirably with that GPU. I would suggest a higher wattage PSU though, maybe somewhere around 600-650 watts to utilize the full efficiency of the PSU.
