Check the second hand market. Maybe you'll find something there with a decent CPU and GPU.

Used market is your best option, for $400 you should be able to get a GTX 980, 3rd/4th gen I5 and 8gb of ram

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
