weird RAM timings

You are perfectly fine. Cas latency has no stability impact on  your active rows, you will be fine. Just make sure tRAS isn't lower than the rest of your row sums (row closing before you get the data that is being fetched) as you will have problems. In your current timing configuration, that isn't going to be a problem at all.

IDK too much about RAM, but if it works, keep it that way. AFAIK there's no intrinsic reason for primary RAM timings to be in ascending/equal order (except for the last one being at least 1st + 2nd)

run memtest86 to see if it's stable.
