So, without the inflated pricing of mining, what would be an acceptable price for a used Powercolor R9 290 OC? 4GB GDDR5 with the second bios flashed to an R9 290X. Seller claims they have never OC the card.

My other questions are: Would a card like this be worth it, and how difficult would it be to get a full cover block and backplate for it?

Normally I'd pay $140 or so probably. With inflated prices maybe $200

Is the pcb reference or not?

 

If you're thinking about watercooling it though you're probably not mining, so why not something like a 980 instead?

The pcb, I'm not sure, but I've also considered the 980, and no, I'm not even thinking about mining.

Judging by the reference cooler it's probably a reference pcb. You'd probably have to go on eBay for a 290 waterblock, so maybe something like this.

That looks like it would work, I don't see why it wouldn't. Though the block is out of stock so be aware of that.
