You can have positive pressure in any case.

Make more fans get cold air inside the case than ones taking hot one outside.

Positive pressure is mostly based for dust accumulating inside your case. With positive pressure air will "run out" every holes in case and dust will be harder to get inside. In case of negative pressure situation will be opposite.

You can pretty much never have too much positive pressure because a case that isn't completely sealed and even a bit ventilated will let the air get out somewhere. 

An equal amount of intake and exhaust will cool better though.
