you can just wipe it with clean cloths and a little elbow grease to get the same results, just takes a little more time

It's Isopropyl, so I don't see why not. I probably wouldn't recommend spraying it on the CPU though. Maybe spray it on to a cloth and then wipe the CPU.

It should. Looks like it's just isopropyl alcohol in a spray bottle. Just spray it on a paper towel and clean away.

tbh, just get a tissue and rub it clean, alcohol only really helps if stuff is real nasty.
