my pc i have now is an old hp elite 8200 with and i7 2600 12gb ddr3 ram at 1333mhz and i put in a 1050 ti im looking to upgrade to a new pc im looking at these 2 pc

You need a monitor upgrade then, get a 1080p 60Hz display and that is all you need, or you can get a GTX 1070 and 1440p monitor separately which will equate to about 600-700$ unless you can find a GTX 980 Ti used, much better value.

Why not build your own? Its easy and fun, and both of these cards are overkill for 1600x900 @60Hz, your current 1050ti should do...

i7 2600 to i5 6400 will be a downgrade. You're losing four virtual cores, losing 100Mhz, and only gaining ~15% IPC. Just upgrade to 16GB RAM or build a Ryzen R5 1600 system.

You should get a ryzen 5 1600 based system to be a good upgrade from a 2600
