FPS drops and low fps

I keep getting somewhat low fps and fps drops in game and the speed of my computer in general is not as fast as other people with the same pc as me.

 

-i7-4790

-gtx 1060 3gb

-1tb hard drive 

-8gb ddr3 ram

-550w evga gs 80+gold power supply

 

Im thinking that it is either my hard drive or ram because when i am getting slow performace my disk and memory are sometimes at 100% mostley my disk tho. Im thinking about completely wiping my hard drive like my friend did and he said it made his computer alot faster.

Hard drive and RAM at 100% is your problem.  I suggest getting an SSD for your OS and commonly used programs and another 8gb of RAM if you have the available slots.

Slow storage often results in long loading times, but usually not low frame rates. Maybe check temps on GPU and CPU?

I am planning on getting a ssd soon and Im thinking about getting a 16gb kit from hyperx for ram. Also I play games like h1z1 which i dont get fps drops in, rust which i get tons, and others that arent an issue. The only real issue i have is the loading times of my computer when like restarting and opening muliple programs it becomes very slow
